I had the same issue in 2014 and I’m quite sure that after trying the workaround of @enos I had solved by installing a new version of package .apk about tethering cooked by a user… perhaps this .apk of the comment #109 (https://code.google.com/archive/p/android-wifi-tether/issues/1661#c109 ), but I’m not really sure. Some weeks ago I had to make an hard reset the device and I reinstalled Kola Nut 1.8.7 so I lost all my personalization
