You can re-lock the bootloader if your current security patch is newer than the one on the OS you had previously installed. Is your current security patch “newer” than on the OS you had previously installed? Did you come from eOS and install it manually?

I had the same problem yesterday. It was also 0 and I installed FPOS after EOS, the Security Patch Level was newer so I was able to lock bootloader and now I am on FPOS with locked bootloader.
The 0 is gone, if I cheak the ability there is a 1 now. The OEM Button is also useable.

Careful! When something goes.wrong the Moment you lock when get unlock abilitiy is 0 the phone is a brick.
While you was lucky this should only be done knowing it can go wrong.

I’ve found a safe way to lock back. That is, after flashing fairphoneos and restarting, hold down the volume key and return to fastboot mode. Then run it again get_unlock_ability 1 and you can safely lock back
