In current /e/OS on a Fairphone 3/3+ go to Settings - Advanced privacy - Manage Apps’ Permissions - Additional permissions - Power Off Alarm, and allow the Clock App there

(Could very well be that the Clock App allowed for this is even the default setting and I turned it off somewhen.)
Feel free to try on a Fairphone 4 or 5, I don’t have one.
