As far as I remember once a SIM card was inserted, no as long as no factory reset is done.
I guess from first installed, however as fas as I remember you can force it from the other one, by disabling a SIM card, with the risk that its delayed for good/serious reasons.
All this was discussed several times in the past, unfortunately its spread all over the forum.

Unfortunately, there is nothing in the âtroubleshootingâ that everyone hasnât already tried. Unfortunately not helpful.
It now works, but the connection is much weaker than before. You now have to get much closer to the AP. At home and at work. I downloaded the update via WiFi at work. After the update, it was no longer possible to connect to the same WiFi at exactly the same place. And it still isnât. But Bluetooth finally seems to be stable.

I was surprised and very pleased that after about 1.5 years a critical security update for the FP5 was finally made available in a timely manner. I think this is the first time and I sincerely hope it wonât be the last.
Now another four days have passed and not one of my four FP5s in the family has received this update.
We use SIM/eSIM cards from Deutsche Telekom and Vodafone.
My question: Is Fairphone still blocking the update for certain providers, has the update simply not yet been rolled out for all FP5 serial numbers or has the update been withdrawn?
With every day that passes without the update arriving on my FP5, Fairphone loses the good impression it made with the quick release of this update.

addition to @UPPERCASE, and mentioned above by @Morningfrost, if you donât like it, like i do, it can be turned off. and was not turn on by the update if already disabled.
Got the update yesterday, installation went smoothly, no issues so far.
