My limited knowledge would suggest the issue with the provider/settings (APN alike). Could you test the SIMcard from a different provider?

Before testing another SIM, def. check the APN is set-up correctly, because yes, normally thats the reason why mobile data isnt working, assuming mobile data is enabled in general.
