No access to "ADB on the Fairphone 2 (Windows driver)"

wanted to learn how to make a backup of my Fairphone2 and found a link:

the first point is to get ADB on the Fairphone 2 (Windows driver)

but when I open that I got told “Sorry, you don’t have access to that topic!”. Is that normal? What does ADB stand for? And where else can I get it?

Yes. That linked post is/was in the now archived Android 5 category.
