Google introduced the Extended Berkeley Packet Filter (eBPF) in Android which only compiles for 64 bit and Google removed the old network filter from newer Android version. Extending the Kernel with eBPF | Android Open Source Project
As far as I understand eBPF is not just a paket filter but a complete virtual machine in the linux kernel that can run programs.
