No, it’s not. These are different modules (there are pictures in the Fairphone shop).
You could ask whether a repair shop in your vicinity would be prepared and willing to solder a new port to your existing USB-C module.
Currently there are online resellers who claim to still have the part in stock, though.
Then it’s not the same problem. Fairphone stopped selling Fairphone 3/3+ spare parts altogether because of support EOL.
The Fairphone 4 part seems to be simply out of stock in Fairphone’s shop right now, which can happen. You could use the “Notify me” function on the shop page or ask Fairphone support when they expect it back in stock.
