No, use the instructions here, this is how I got LineageOS 23 working: FP6 [Unofficial] LineageOS 22.2 - #32 by rien333 .
TLDR: Unlock bootloader as per fairphone instructions, enable usb debugging, boot into fastboot, fastboot flash recovery recovery.img and then boot directly into the recovery to flash the lineageos zip from there.

I have now installed LOS 23.1 and I replaced the default apps with apps from Fossify (f-droid).
The behavior of LOS Browser is disappointing: when it is opened for the first time, a connection to Google Search is established (default search engine is Google Search
).
A NO-GO for a de-Googled OS.
Lineage OS does not have the aim to be Google-free. It is Open Source and minimalistic with pre-installed apps.
If you are looking for something de-Googled, you may want to have a look at other options that actually have that goal, like iodé, /e/OS, etc: oslist. Also check out other topics in that regard at custom-roms
Where does it say LineageOS is a degoogled OS?
It doesn’t come with preinstalled popular Google Apps and background services, yes, but it couldn’t do that legally even if it wanted to, and it’s still an Android OS, although a custom one.
“Degoogled” is a tricky term to apply to any Android OS for that matter. Even “degoogled” Android OSes are still based on Google’s code and Google’s stewardship of the realm.
LineageOS is a good start into the Android Custom ROM world, though, and it’s an important base for other Custom ROM projects to build on.
Depending on your degoogling wishes and priorities you might need to check out other options.
