A few days ago, I bought a Fairphone 3. It is still running Android 9, security patch level; 5 October 2019. If I check for updates, I get the message that the system is up to date. Is this correct, have the latest updates been installed?

This is definitely not the latest update. What carrier are you on? Some hold updates back, but October 2019 seems extreme.

Do you use a firewall App or similar which could block the necessary traffic?
Is the phone connected to a WiFi network once in a while?
It is currently connected to WiFi. I bought it at a second-hand store, but it proved brand-new. Can that have anything to do with it?
