Notifications are showing up, but not making sound or vibrating
maybe irrelevant: I note that with DND on no sound plays when selecting new sounds

What now?
I observe that, but only when selecting the Phone ringtone and default notification. Selecting the sound for default alarm sounds normally if DND is set to allow alarms.
Basically with DND on, you can only set (and hear) the sounds you’ve allowed with DND.
You can check your DND mode settings to see whether notifications, alarms etc. are allowed. You can set which apps are allowed to interrupt, and which notifications for each app.
