I recently updated to Android 9. I have been trying to send video via Whatsapp and Whatsapp states ‘Failed to process video, please try again later. If you keep seeing this message, please restart your phone.’ I have tried restarting the phone, followed various articles about clearing cache, reinstalling etc without success.

This can be done in configuration > system > maintenance > enhanced hardware features.
