Is there any reason why the delay timer is only available in “Portrait” and “Pro” modes?

It’s also available in other modes.
You have to pull down the settings to find the timer.
You’ll find an according screenshot in this (German) post:

Hi! Die Funktion gibt es nicht nur im Porträtmodus, das hatte mich anfangs auch verwirrt, da man das Symbol nur bei diesen Modi direkt oben im Menü hat; Sie müssen das Menü oben herunterziehen (siehe Bild), dann gibt es die Option auch beim normalen Kameramodus. (Symbol “Timer”) [grafik]
