I did some googling and found the cause, this was a bit self inflicted 
At some point I had toggled off âautomatic system updatesâ in developer options. That needs to be on for this particular update to work. Strange as it wasnât needed for the main Android 14 update! Anyway, toggling that back on and restarting the update has now worked correctly.
