I’ve managed to install them in the past. However, although I (by mere coincidence) likely had my bootloader unlocked, cmd activity start --user 0 -a android.intent.action.VIEW -n com.android.settings/com.android.settings.development.DSULoader -f 0 com.android.settings still provides the option to me without it being locked: [2]
