Welcome to the Community Forum. 
The /e/OS gallery app shows the folders that you created with the FILES app. By default, photos and videos you make with the camera app are saved to the DCIM folder. You can create new folders in the DCIM folder (or elsewhere) with the FILES app, and the Gallery app will recognize these folders (perhaps with some delay).
Unfortunately, it seems that you cannot choose the order in which folders and photos are shown in the “Folders” tab – it seems it is strictly by “most recently created”.
You might want to look into other gallery apps if you want to change this.
