No, not in the form you are expecting.

There indeed is a public issue tracker named as such for the Fairphone 4 here … https://support.fairphone.com/hc/en-us/articles/9831446296849-Fairphone-4-Public-Issue-Tracker … but not for reporting, and it’s only a short list curated by Fairphone to inform about “popular” bugs.

If this was introduced for the Fairphone 5, too, then I don’t see it at the moment.
