Frequent Location Access by System Apps

I’ve turned off all location options but emergency (ESL) and Find my Phone.

Still at least once an hour the system apps “Service Menu” and “Google Play Services” access my location.

Can someone explain what they do?

Did you try to put your phone on flight mode? But then even ESL and Find my Phone wouldn’t work…
Isn’t there an app that stops others from having access to location, in the same fashion as some can stop from having network access (Afwall+, Netguard…)?

I can do that in the phones settings, I’m just curious what this system stuff is doing.
