Hadn’t there been a flashlight icon when sliding down from the top? I can’t find it any more on my fp2. Maybe it has disappeared with last update? Do you still have it?
I still have the flashlight icon, with update 1.3.6.
But it’s a known issue that the flashlight icon disappears when the flashlight is turned on with Google Now/another app or the back camera is used and will come back when flashlight is turned off or the camera isn’t used anymore.

In my case I’ve rebooted the phone and the icon is back.
