Fairphone delivers their Fairphone 5 (and the Fairphone 4) with a Google certified Android which by default includes the Google Play Store (and the standard set of other Google apps). However, it is possible to switch a Fairphone to a custom ROM, i.e. an alternative Android with either no Google apps at all or Google apps to the degree you choose:
Some of these come with their own app store (e.g. Murena’s “App Lounge” that gives you anonymous access to both the Google Play Store and F-Droid). And some of those developing custom ROMs also sell Fairphones with their own ROM pre-installed.
