Bricked
Simply put, (soft)bricking means that your fairphone does not boot normally anymore. The phone powers on, starts some software, but gets stuck before initializing the rest of the software. You can’t get into Android, or whatever Operating System (OS)/ROM you installed. You can still get to dic:recoverymode) or dic:fastboot.
If the phone is hard bricked, then it does not react at all to any interaction : button press, plugging in, etc. It signals a hardware problem that could be more or less complicated to solve. For FP2 and FP3, there could be a way to come back from a suddendeath.
See the Guide to bootloader and bricking.

Here is Fairphone’s Guide to get out of the “frozen state” (bluescreen, soft-brick). If this doesn’t help, try to install Fairphone OS again.
Here is XDA’s Guide wich also has a possible solution for a hard-brick. (Needs Windows)
