My wife has a Fairphone 3 (not 3+) and since some days now she cannot receive any calls when the screen is off. Strangely the phone can sometimes receive calls if the screen is unlocked (call notification via drop menu from the top). Signal Calls are also working.
The phone is on stock OS (Android 13) with Google and everything stock, no rooting, etc.
I tried several things: (Edit: I’m sorry, as a new user I’m only allowed to post two links…)
install latest android software update
wipe phone app cash (sometimes one call after wiping phone app cash is displayed correctly with screen off, second call (placed right after first call) won’t work again…)
install fossify phone app and set as standard (=replace stock google phone app, you’ll find the app on git, sorry not allowed to post link…)
put sim card in second slot
put sim card in my old Fairphone 2, works without any issues - so i guess the sim card is working properly. I also saw forum posts about this issue for FP2 (I cannot post all links, sorry - see edit).
There was also a similar issue on the German forum which was also not solved, see here.
I don’t really want to perform a factory data reset or reinstall the operating system as mentioned in the troubleshooting guide if not absolutely necessary.
I also think about switching to LinageOS, if I have to reinstall the OS…
As you mentioned the problem my problem was unsolved. However it went back for good after a few days/weeks (2 weeks maybe).
I’m pretty sure it was a carrier issue as I did not change anything prior to the “solution”.
But “pretty sure” is a worn out phrase…
You might want to try to disable calling via 4g or via WiFi. It can be disabled from the Internet option under Network and Internet in the Settings app. Press the cogwheel next to the Internet connection. It will show a screen with those settings.

I switched the preferred connection from LTE+ to 3G/2G and disabled Wifi-Calling as @littletijn suggested. (I found the settings in the menu item “SIM card”). Now rhe phone is on EDGE (2G?), so not optimal for mobile data connections BUT calls are working for now (fingers crossed ).
So I think its a carrier “issue” too, as @muffinmaster mentioned, because it seems that there is no 3G network service at the place we’re living now (When I choose the setting 3G only, no network is available…).
I also remembered, that the problem first occurred when we moved…

Edit: Calls also work when phone’s connected to the home Wifi-network.
I only had the problem with WiFi calling on. You could try to set the preferred connection back to LTE+. There should also be a option to only disable calling via 4G. That way you can still use 4G/LTE for mobile internet and 2G for calling.
I’ll have another look but I didn’t find the option to disable calling via 4G. I disabled VoLTE but still calls were not working…
But for now it’s fine using the 2G setting at home and the home network via Wifi for internet. It’s quite easy to enable LTE+ again, so if it’s needed on the road (e.g. for navigation), it can be enabled quickly.
A SIM working in another phone can still be faulty. 4-5 years is quite old.
You can test the other slot in the FP3 else I would contact the provider and get a new SIM
I contacted the provider and asked, if they could send a new SIM-card. They asked what for so I described the issue. The provider does not support VoLTE/VoWIFI for FP3 - they have a list of supported devices on their homepage.
I checked a different provider and they are not listing any supported devices but advice to upgrade to latest software update for supporting VoLTE/VoWIFI.
Now I’m confused, since everything worked just fine a fiew weeks ago. And for me there are some questions:
The setting “preferred network type” (found here: settings/sims/(choose the sim of your provider/) was set to “lte (recommended)” and everything worked just before we moved to the countryside. Where we live right now, it seems that there is no 3G network for this provider, only 2G. When VoLTE is not working at all, how did the phone receive calls in the past? Did it automatically switch to 3G when a call was coming?
And also for outgoing calls: When “preferred network type” is set to “lte (recommended)” how is it possible to call someone, if VoLTE is not supported? (This was working perfectly fine all the time, btw.)
So for now “preferred network type” is set to “Automatic (3G/2G)” and phone is displaying incoming calls without any issues. The only problem is the slow internet connection outside the home-WIFI, since there is only 2G in the area and VoWIFI is also not working.

Edit: At some point I put the sim card into my old FP2 and was able to recieve a call via LTE.
I don’t know. Maybe it’s a software bug after all - I’m thinking about reinstalling Android or maybe flash LinageOS.
