WiFi menu missing advanced option

When you go to WiFi advanced options there are missing some boxes, e.g. the abillity to unchek scanning (wich andorid does even when WiFi are turned off). How can I turn of the default scan for WiFi in sleep mode (as shown in this link)?

The FP1 / FP1U uses Android 4.2.2 so this shouldn’t be a problem. I’m not an expert on Android internals though, so hopefully someone else can verify this.
