I am trying to unlock the bootloader of my FP4 following the below procedure, but I am stuck on the point 3.7.

Actually although OEM unlocking is turned on in the Developer options, when the phone is in fastboot mode, it clearly indicate in red DEVICE STATE - locked
From the screenshot can be seen that you’re using Windows on your PC.
In that case you could try, once the FP4 is in bootloader mode, to search for optional Windows updates. For lots of people that found the required drivers to install after which the fastboot command worked.
