Some apps cannot be disabled. Why?

Some pre-installed apps cannot be disabled, like for instance “Voice Recorder” or “FM Radio” (screenshot below). I don’t need either of these, plus FM Radio has hell of a lot of permission which I don’t like at all. Like, why does a radio app need to make phone calls and send SMS?

Is there a way to disable or even uninstall certain pre-installed apps? Preferably without having to root the phone, but if necessary, I’ll probably root it if need.

Yes you do need root to manage system apps.
With root you can use it “link2sd”, to delete system apps, move normal apps to system, and actually update system apps.
