No service - SIM stays in Roaming mode and I can't use mobile data

When I put a micro-SIM-Card into the slot and start the phone, the “R” next to the connection symbol doesn’t disappear. I can’t use mobile data and just make phone calls via Roaming. I’m using an Austrian Ge Org! SIM-Card and, of course, I am in Austria.

Could someone help me please?
