Don’t know why second one has appeared. Can I safely delete one of them?
Tap long on camera icon 1. Now you will get a pop up with an i. See picture. Tap on the i and see the name of the app.
Then do the same camera icon 2.
Is the name identical? Or are it 2 different camera apps?

They are Photos icons rather than Camera ones. Following your instructions, the App Info seems to show them both being for the same Google Photos app and storage.
Where do those two icons appear? Are they really in your complete app list (swipe up) or are you talking about the home screen? If it’s the latter you can safely delete whatever you (don’t) like, as those are only links. Just long press and move the icon to the top. Be sure, to just “remove” not “uninstall”, though, if you want to keep the app itself.
