Producing hardware customisations on relatively small scales is not unheard of, perhaps Fairphone could have asked e.g. companies still producing stuff
Actually I doubt it works like this in the Smartphone industry and its not only Fairphone who states this, also Shiftphones wrote or talked about this in the past reg. smaller screens.

The fingerprint sensor itself is just one of the components within the fingerprint sub-assembly. The design, pin configuration, and other aspects of the sensor may vary between different manufacturers and models. Therefore, the FPCs (flexible printed circuits) would likely require re-layout, and the module would need to undergo a comprehensive process of review, firmware/driver development, testing, validation, and certification when considering a new fingerprint sensor.

In order to offer a hardware fix now, we would need to find a manufacturer that is willing to put in the effort outlined above. This is very difficult. Normally, manufacturers would require a minimum lifetime commitment on sales of over 100,000 units in order to earn that development back.
To me that does not sound payable/worth it for a 4 year old phone
And just looking at the price for FP2 refurbed Bottom Module and the comments about the price…
This price is more or less the same as a german repair shop charges. they sell the mic itself for 20€ so as its not a mass production it seems to be a reasonable price for the work. That just shows what a phone would cost when really produced in Europe and although I was a bit shocked when seeing the price for the first time and I would say its not worth it for a 6year old phone, it shows the obstacles this industry is facing by producing in china and think at the end the price is fair.
I’m still a fan to implement something like the Shiftphones Upgrade Option for those who want this…
