I’ve had the same or a similiar problem for the last few weeks. I couldn’t make or receive phone calls, however, calls with internet-based apps worked.
Today I found a solution in a reddit-thread: empty the cache of the phone app. This did the trick for me, now I can use the phone again.
To note: The poster on reddit said he has to empty the chache of the phone app after each Android update.

Had this problem today and when I looked for the “4G calling” option in my settings, it didn’t exist.
I had to order and install a new eSIM from my carrier and only then did the option to activate “4G calling” appear. Once activated calls worked as normal again.
