Cannot control volume during calls when using a headphone

During calls, the minimal volume is too loud when using a headphone (I tried a few ones). I realised that in fact I cannot control the volume when a headphone is plugged! Despite pressing the buttons and seeing the sound display move left and right, the actual volume in the headphone remains the same. Is this just me? Is there a workaround?
FYI: I’m running Fairphone Open 18.10.0

I guess so, except in my case the volume is too loud and not too low.
