On my FP3 with Stock ROM (Android 11) I can see that app just fine in the Play Store (connected via WiFi, no mobile data).
There’s also a free trial version. I just installed that, started the game and created a world and now I’m able to play. Feels quite smooth to me.
If geoblocking is involved: I’m in Germany.
