The main differences between country requirements is the supported LTE bands. As the modem is integrated in the system-on-a-chip (SoC), this would currently mean replacing the entire core module. Apparently there is either no production benefit to moving the baseband modem away from the SoC (as virtually nobody does this), even though it would have privacy/security benefits (see also the discussion here). Perhaps one day we’ll see replaceable baseband modems or baseband modems with a hardware kill switch (like the wifi switch on some laptops).
